48 litter louts fined for anti-social behaviour

A total of 48 people were fined last month for littering.

Offenders including one from Derby, two from Scunthorpe, one from Skegness, and a couple from Scarborough have been fined for littering in Hull.

Fines of £100 are issued, and then reduced to £80 if paid within seven days.

The local authority is also warning people that offenders will be prosecuted for non-payment.

For the following 48 offenders who failed to pay the initial £100 fine, this resulted in even heftier fines, including court costs totalling over £300 each, under section 87 of the Environmental Protection Act 1990:

  • Viraga Ganer, 38, of Clivedale Avenue, Hull, was fined for littering in King Edward Street
  • Matthew Cassidy, 44, of Rosedale Grove, was fined for littering in West Street
  • Mohsin Mohammed, 59, of Spring Bank, Hull, was fined for littering in Guildhall Road
  • Sigitas Bedzeminas, 27, of Harley Street, Hull, was fined to littering in Prospect Street
  • Shahena Begum, 49, of Woodbine Close, was fined for littering in South Street
  • Leslie Bielby, 80, of Dingley Close, Hull, was fined for littering in Ferensway
  • Susie Bishopric, 26, of Marlborough Avenue, Hull, was fined for littering in Savile Street
  • Charlotte Bray, 29, of Adelphi Close, Hull, was fined for littering in King Edward Street
  • Daniel Buhai, 24, of Minton Avenue, Hull, was fined for littering in Silver Street
  • Victoria Buse, 52, of May Street, Hull, was fined for littering in the Land of Green Ginger
  • Jason Carr, 23, of Essex Street, Hull, was fined for littering in Jameson Street
  • Sharon Chironda, 31, of Skidby Grove, Hull, was fined for littering in Whitefriargate
  • Emma Coleman, 36, of Beverley Road, Hull, was fined for littering in King Edward Street
  • Courtney Cordock, 19, of Nelson Street, Scarborough, was fined for littering in Ferensway

  • Ray Sinfield, 29, of Jethro Street, Hull, was fined for littering in Ferensway
  • Jessica Slaughter, 27, of Mirfield Grove, Hull, was fined for littering in Carr Lane
  • Csilla Tamas, 39, of May Street, Hull, was fined for littering in King Edward Street
  • Dumitru Uritu, 43, of Washington Avenue, Hull, was fined for littering in Carr Lane
  • Rafal Wojtczak, 28, of Walker Street, Hull, was fined for littering in Carr Lane

Councillor Anita Harrison, portfolio holder for Streetscene services at Hull City Council, said: “If fined, it is always advisable to pay the initial cost. Otherwise the case will be taken to court and could result in much higher costs being incurred as a result of the additional prosecution action.

“Littering is an unacceptable and anti-social behaviour and there is no excuse for it. There are more than 2,000 bins dotted around the city and we are fed-up with the selfish minority who spoil the city for everyone.

“Keeping our city clean is a collective effort and in a post Covid-19 world we hope that the fines will deter people now more than ever from littering, helping to keep our city as tidy as possible.”
